1. Выход из режима ПВО в результате конструктивной аброгации договора

2. Проведения югославского сценария на Украине, а позднее в этом году и в Белоруссии

3. Завоевание нового геополитического пространства путем включения новых стран в НАТО= периметр американской доктрины Монро.Самое тревожное в этом то, что США приготавливаются к захвату территорий Советского Союза.

VILNIUS, May 27 (AFP) -

Lawmakers from NATO countries began five days of talks here Sunday that are expected to end with a call to issue invitations to join the alliance next year to all countries which meet basic membership criteria.

The NATO Parliamentary Assembly is also set to review the situation in southeastern Europe, controversial US plans for a missile defence system, development of a European defence and security identity, and the safety of depleted uranium warheads.

A draft declaration reaffirms the assembly's earlier call that next year NATO invite to accession talks all European democracies that can contribute to collective security and whose membership would enhance regional stability.

"The Assembly emphasizes that the last round of enlargement has been successful in enhancing peace and stability in the entire Euro-Atlantic region, and that NATO must sustain the credibility of its open door policy," the draft states.

Lawmakers from 19 NATO members and 16 other partners, including 10 countries which hope to receive invitations to join the alliance at the Prague summit in November 2002, are expected to endorse the declaration on Thursday.

When Poland, Hungary and the Czech Republic joined NATO in 1999, other members put off a decision on future enlargement until 2002, but said the door remained open to perspective members.

While reaffirming the call the assembly made last year, one lawmaker said the declaration was a positive development, as no plan for a statement on enlargement was originally planned for the Vilnius session.

Albania, Bulgaria, Estonia, Latvia, Lithuania, Macedonia, Romania, Slovakia and Slovenia were named by NATO in 1999 as candidates for membership, with Croatia also now a serious candidate after a new government launched democratic reforms last year.
No favorites for membership were expected to be named at the Vilnius session, according to the lawmaker, but the assembly could make known its views on which countries are best prepared for membership at its next meeting in October in the Canadian capital Ottawa.
The debate over taking new members into NATO next year has already begun in several NATO member countries, with US President George W. Bush expected to announce Washington's position during a visit to Europe next month.

Given the venue, NATO enlargement into the Baltic states of Estonia, Latvia and Lithuania was expected to be a key topic of debate among the 1,000 lawmakers and other officials attending the Vilnius session.
Russia decided to boycott the gathering, saying its presence would be interpreted as implicit acceptance of the Baltic states joining NATO.

Moscow has vociferously opposed the membership of the three Baltic states, which were occupied by the Soviet Union after World War II.
NATO Secretary General George Robertson was scheduled to address the assembly's plenary meeting on Thursday.
The assembly has no formal status within NATO's command structure, but as lawmakers must ratify treaties to enlarge the alliance, the meetings are seen as key opportunities for hopefuls to build support for their membership.
